Radiant's Freight Market Update: Oct 15, 2026

Trade policy shifts, shipping delays and infrastructure and technology developments are shaping this week’s freight market.

Current Critical Industry Trends

President Trump’s announced deal to import Russian diesel is drawing bipartisan opposition over its legality under existing U.S. restrictions on Russian energy imports. Energy experts also question whether the proposed imports would meaningfully lower U.S. fuel prices.

Ocean

Container ships experienced average delays of six days in Q3 as typhoons and congestion disrupted Asian port operations, and blanked sailing. September on-time arrivals fell to 27%, adding pressure to transit-time planning and inventory management.

Ports

Port Houston has completed its portion of Project 11, widening the Houston Ship Channel’s Galveston Bay reach by 170 feet. The expanded channel is designed to improve vessel navigation and safety, with earlier widening already helping reduce restrictions on larger ships.

The Port of Los Angeles handled more than 1.04 million TEUs in September, setting a historical record. The volumes highlight the continued importance of the port as a major gateway for U.S. imports.

International

The EU and China have reached an interim agreement that could reduce Chinese hybrid vehicle shipments to the EU by more than half over four years. The arrangement is intended to ease automotive trade tensions, though further negotiations remain ahead.

U.S. ocean container imports reached a September record with shipments from China rising 21.2% year-over-year, and West Coast ports representing about 50% of all U.S. container imports.

Trucking

A survey of more than 130 fleets found that most planned to increase driver pay in 2026, according to the American Trucking Associations. The findings come as carriers continue to address driver compensation amid a prolonged freight downturn.

Ontario Provincial Police have launched Project Safe Haul, a three-week campaign running through November 1 that targets commercial vehicle safety violations across western Ontario. Coordinated inspections will focus on regulatory compliance and removing unsafe vehicles from the road.

Rail

CSX and the Massachusetts DOT have agreed to rail infrastructure improvements designed to support expanded passenger services while maintaining freight rail operations. The agreement highlights the coordination needed to accommodate freight and passenger traffic on shared rail infrastructure.

Air

FlyUs has secured a contract with Air Canada for freighter service between San Juan, Puerto Rico, and Toronto. The arrangement is intended to support pharmaceutical exports and expand dedicated cargo connectivity between the two markets.

Technology

Parallel, an autonomous electric freight rail startup, has raised $100 million to support its commercial expansion. Its technology is being developed to make freight rail more competitive for certain short-haul movements.

Other

Ship recycling has slowed sharply, leaving a record number of ageing vessels in service and potentially prolonging excess capacity in the global fleet.
